Steven Grossman, JD
President of HPS Group, Formerly Deputy Assistant Secretary for Health, Regulatory and Policy Consultant, USA
Steven A. Grossman, JD, is a policy and regulatory consultant whose experiences cross all areas of public health and FDA issues. He serves as the Executive Director of the Alliance for a Stronger FDA, a 150-member stakeholder coalition that advocates for increased resources for the FDA. The Alliance also educates policymakers, media and the public about the agency’s mission and responsibilities. The Alliance believes that the agency needs an increased budget, more scientific and technical staff, and better analytical tools to support science-based decision-making and keep up with innovation in both food and medical products.
Prior to becoming a consultant and association executive, Mr. Grossman spent a decade in public service. He was the Health Staff Director of the Senate Labor and Human Resources Committee (now HELP). In that capacity, he was one of the chief Senate negotiators for the Orphan Drug Act (ODA) and for the Drug Price Competition and Patent Term Restoration Act (known as Hatch-Waxman).
After leaving the Senate, Mr. Grossman was a Deputy Assistant Secretary for Health at HHS. In that capacity, he was responsible for policy, planning, and evaluation for the seven Public Health Service agencies.
Mr. Grossman also serves on the Board of Directors of the National Organization for Rare Disorders (NORD).
